For me, there is a subtle - yet vital - difference between a movie whose plot is driven by characters, and a movie whose characters are driven by the plot.
Put as a question for a budding screenwriter:
Am I trying to find characters to allow my plot to play out, or am I trying to find a plot to allow my characters to grow?
Ideally, they are the same.

They seem (and I think should be) almost indistinguishable. Until one sucks.

The sad truth is that more and more movies tend to prioritize plot and characters have become somehow secondary (for some movies even non existant); and that is true for even "arty" European movies. I can recall very few recent movies with emphasis on characters.
